Absolutely right; they want it because they think its going to be useful, but are clueless to the complexities of maintaining it.... and indeed, as you point out, this ignorance (or oversight) leads them to policies that actually undermine & quick degrade a resource that can but take decades to (re)build.... its madness, but all too predictable!
