GNU Taler, which is already supported by ECB, gives some hope. It’s digital cash but it’s not based on blockchain, which would be just a waste of resources in this case. But functionally, some of the Web3 solutions I’ve tested were pretty nice. I would also love to see these for donations etc - it’s a shame that majority of donations for Ukraine are handled by PayPal 🤦
