I'd say Tangara is a great gift for a 13 year old who has an interest in offline music *and* hardware hacking. If they don't already have some interest in electronics projects, I could imagine in its current state, it could be a lot.
I'd say that interest in electronics is half the fun, but the "spark" quality might depend on their current interest level. Kids who have no interest in electronics probably would find this overwhelming.
