Eine bundesweite Marketingkampagne gegen das Bargeld mit Slogans wie „Cash ist nicht mehr King“ läuft seit ca. 27. Mai. Der Auftraggeber gibt sich nicht zu erkennen, was bei derartigen redaktionell bearbeiteten Werbebotschaften rechtswidrig sein dürfte. Es handelt sich offenkundig um die Finanz-Datenkrake Paypal.
Ein Werbeplakat (im Bild im Hauptbahnhof Dusiburg) fragt in großen Buchstaben: „Du liebst Bargeld. Aber hat Bargeld dich jemals zurückgeliebt?“

Anzeigetafeln mit der Aufschrift „Cash ist nicht mehr King“ sind ebenfalls seit mindestens 27. Mai zum Beispiel in Frankfurt am Main zu sehen. Eine Botschaft, die noch mehr auf einen Finanzdienstleister als Auftraggeber hindeutet ist an verschiedenen Stellen in Hamburg zu sehen und lautet:
„Später zahlen? Bargeld kann das nicht.“
Nicht wenige, die Flyer verteilt haben, um für Corona-Demonstrationen zu werben und versäumten, einen Verantwortlichen anzugeben, mussten dafür empfindliche Ordnungsstrafen zahlen. Aber deren Botschaften richteten sich gegen die Politik der Regierung. Eine Anti-Bargeld-Kampagne befördert dagegen die Digitalzwangstrategie („Digital-only“) der Bundesregierung und dürfte daher straffrei davonkommen, selbst wenn meine Vermutung stimmen sollte und das Verbreiten solcher Botschaften ohne Nennung eines Verantwortlichen gegen das Presserecht verstößt.
Anfang Mai hatte der US-Zahlungsdienstleister PayPal für Juni eine Marketingkampagne gegen das Bargeld angekündigt. Hintergrund ist die Einführung einer sogenannten mobilen Geldbörse, mit der PayPal an die physischen Ladenkassen vordringen will. Obwohl es bereits etablierte Anbieter wie Google Pay und Apple Pay gibt, die es erlauben, an der Ladenkasse kontaktlos zu bezahlen, und das Bezahlen mit Kredit- und Debitkarten sehr verbreitet ist, richtet sich die Kampagne von PayPal nur gegen das Bargeld. „Wir sind überzeugt: PayPal hat mehr zu bieten als Bargeld”, heißt es in der Pressemitteilung (

Um Kunden in seine App zu locken, will PayPal in dieser eine Ratenzahlungsoption anbieten. Außerdem soll es Rabatte bei noch nicht bekannt gegebenen Kooperationspartnern geben.
Wer PayPal nutzt, lebt gefährlich und transparent
PayPal steht in der Kritik, weil das Unternehmen die Kundendaten an sehr viele Kooperationspartner weitergibt. Außerdem gibt es Berichte von plötzlichen Kontensperrungen bei Geschäftskunden, denen PayPal die Guthaben einfror und erst Monate später wieder freigab, wenn die Kunden teure Gerichtsverfahren ( https://norberthaering.de/macht-kontrolle/paypal-kontensperrung/ ) angestrengt hatten und ein für PayPal negatives (Grundsatz-)Urteil absehbar war ( https://norberthaering.de/bargeld-widerstand/kanada-paypal-cbdc/ ).
Ende 2022 berichtete ich darüber, dass PayPals Geschäftsbedingungen dem Unternehmen erlaubten, nach eigenem Gutdünken Kontensperrungen und das Einfrieren von Guthaben als Sanktion zu verhängen, wenn Kunden „ungenaue Informationen“ verbreiten. Darüber hinaus sahen sie einen pauschalen Schadenersatz von 2.500 Dollar pro Verletzung der „Nutzungsrichtlinie“ von Paypal vor, der direkt vom Konto abgebucht werden konnte. Der pauschale Schadenersatz, der besonders offenkundig rechtswidrig war, ist inzwischen aus den Geschäftsbedingungen ( https://www.paypal.com/de/legalhub/paypal/useragreement-full?locale.x=de_DE#restricted-activities ) verschwunden.
Paypal listet in einem seitenlangen Dokument ( https://www.paypal.com/de/legalhub/paypal/third-parties-list?locale.x=en_DE ) hunderte Kooperationspartner in der ganzen Welt auf, an die das Unternehmen Daten weitergibt oder verkauft. Neben einer verständlicherweise großen Zahl an Zahlungsabwicklern erhalten Kundendaten von PayPal auch unzählige Kreditwürdigkeits- und Identitätsprüfungsunternehmen in aller Herren Länder. Dazu gehören auch „Informationen, die aus Konten in sozialen Medien oder Online-Reputationsdaten stammen“. Auch Google gehört zu den zur Vermeidung von Betrug und Geldwäsche eingesetzten Unternehmen.
Viele Dutzend Unternehmen erhalten Kundendaten zum Zwecke von Marketing und PR. Dazu gehören Google, Linkedin, Facebook und Apple. Dazu gehört auch Acxiom, einer der größten Datenaggregatoren der Welt, der von so ziemlich jedem Europäer ein ausführliches Dossier zusammengetragen hat und an jeden verkauft, der das nötige Kleingeld hat.
An das Unternehmen Wunderman gehen zum Beispiel zum Zwecke der Datenanalyse und Kundenmanagement:
„Kontakt- und Kontoinformationen, einschließlich, aber nicht beschränkt auf: Name, Adresse, E-Mail, Telefonnummer, Kunden-ID, Geburtsdatum, anonyme Cookie-ID, Werbe-ID, Segmentierungsgruppe, zu der die betreffende Person gehört, Transaktions-ID, Anzahl der PayPal-Transaktionen, Aufteilung des Transaktionsvolumens in In- und Ausland, Transaktionshäufigkeit und -volumen, Art des Kontos, Kontakt mit Marketingmaterialien, Kontakt mit Produktströmen, Art und Beschaffenheit der angebotenen oder genutzten PayPal-Produkte/Dienstleistungen, Kontakt mit dem Kundenservice, Klassifizierung als Händler/Verbraucher, Anzahl der Händlertransaktionen, Anzahl der aktiven Monate, andere relevante Konto-/Transaktionsinformationen.“
„Relevante Konto- und Transaktionsinformationen“ gehören oft zu den weitergegebenen Daten.
Manche Zwecke lesen sich sehr geheimnisvoll, etwa die „Ressourcenerweiterung für PayPal-Partner“, für die das Big-Data- und KI-Unternehmen Impetus Technologies in den USA nicht näher spezifizierte „Kontoinformationen“ erhält. Geschäftsinhaber werden von PayPal und seinen Partnern noch intensiver ausgeforscht als Privatkunden.
Fazit
Geschäftsinhaber sollten sich gut überlegen, ob sie sich (noch mehr) der Willkür von PayPal ausliefern wollen. Und Konsumenten sollten sich fragen, ob es sich wirklich lohnt, für ein paar Prozente hier und da all seine Daten in der Welt zu verteilen.
Der Landgasthof Paulus ( https://landgasthof-paulus.de/anfahrt.php ) in Nonnweiler hat seine eigene kleine Werbekampagne für das Bargeld. Er schreibt zum Thema „Wertausgleich und Bezahlmittel“:
„Bezahlen mit Bargeld: Am meisten Wertschätzung für unsere Arbeitskraft, Energie und Werte (…) erfahren wir dadurch.
Bezahlen mit Girocard mit PIN (offizielle deutsche Debitkarte)
Bezahlen mit Kreditkarten: (…) Die enorm hohen Gebühren und die Infrastruktur, die wir für die Bereitstellung der Bezahlung mit Kreditkarten vorhalten sollen, sowie die zeitverzögerte Wertstellung zwingen uns aus betriebswirtschaftlichen Gründen die Bezahlmöglichkeit mit Kreditkarten einzustellen. Wir danken Ihnen für Ihr Verständnis.
Digitales oder mobiles Bezahlen mit z.B. Apple Pay, Google Pay: Smartphone-/Smartwatch-Zahlung ist bei uns nicht möglich. Damit fangen wir gleich gar nicht an.“

Honestly, I really would love to visit the entire region. Pretty much anywhere Israel wants to colonize is likely a great place to visit from a historical perspective. Hell, not a Muslim, but even the whole 'Pilgrimage to Mecca' always seemed like a very interesting thing to experience.
