the actual gif? maybe base64 😅 but I am not sure many, if any clients will render them. it's also going to make the json needed to be stored, much larger than sharing a link to it hosted elsewhere.
Hence why most relays filters won't even allow the post in the first place. I'm assuming this is what you meant

I'm assuming it's only sending a kind 5 to get rid of the mute so perhaps it's cached, or a relay isn't deleting it....or better yet your request to deletes not hitting the same relays it was posted on... 😆😔
