Todo roubo continua sendo igualmente roubo ainda que as vítimas não sejam facilmente identificáveis, e se sabendo do roubo, aceitar um dinheiro proveniente dele é afastar mais ainda o dinheiro das vítimas, ainda que o recebedor também seja uma delas (sendo a meu ver até mais imoral, por compactuar com quem te roubou).
Dito isso, todo mundo que recebe e troca com quem roubou, está por vias práticas considerando que ele é um ente lícito e o dinheiro realmente é da propriedade dele, ajudando assim a ocultar o valor roubado e ao criminoso, o mantendo como um ente ativo em seus crimes.
Esse engano de achar que o crime precisa ser 'direto' vem muito do próprio engano que o PNA causa. Ele não tem bases formais suficientemente objetivas para apontar o que se considera violação de propriedade, principalmente em casos mais indiretos, como 'ameaça crível', 'falsa testemunha' e outros. A receptação é um desses crimes que o PNA não consegue explicar satisfatoriamente, pois sem a base da ética argumentativa, não consegue apontar o que é ser um participante indireto de um crime (corroborar no ato do crime ou na ocultação depois de feito).
Além disso, a pessoa que aceita o dinheiro no caso de receptação não é um órgão de investigação ou de justiça, não tem como ela propriamente saber se não daria para que o dinheiro ser devolvido a alguém, e como eu disse antes, se não é do criminoso, e nem foi retirado diretamente da pessoa, não é para ela receber, ainda mais quando o valor excede ao que é retirado dela.

"Industria do Turismo", nos paises normais, é menos a atração em si e muito mais restaurante, guia, hotel, agencia, onibus, aviao, etc... , e tudo isso é na Itália, não no Vaticano.
