If they're coming from a GNU/Linux paradigm, they can probably be forgiven for gaining that impression given all the examples of the pattern (eg. ~/.config/, ~/.vimrc, ~/.gitconfig, ~/.ssh/, etc, etc, etc). As to front-end devs who've never touched a server ... smh. I guess that's always been a thing, but also kinda belies the claim to being a "dev" in my view. If they can't manage/understand a basic setup of their own infra, they're just larp'ing.
