# Endividamento chinês se iguala ao dos EUA:
As economias dos Estados Unidos e da China, as duas maiores do mundo, estão enfrentando um crescimento alarmante de suas dívidas públicas, com implicações significativas para a economia global. Atualmente, os EUA já superaram a marca de 100% do PIB (Produto Interno Bruto), enquanto a China deve alcançar esse patamar até o final deste ano. Essa escalada no endividamento tem gerado preocupações sobre a estabilidade financeira global, especialmente em países emergentes como o Brasil, que já lidam com altos níveis de dívida.
Recentemente, a Fitch Ratings rebaixou a classificação da dívida chinesa em moeda estrangeira de "A+" para "A", o que pode encarecer ainda mais o custo de rolagem dos débitos. No primeiro quadrimestre de 2025, a dívida total dos emergentes, que inclui governos, empresas e famílias, aumentou em US$ 3,5 trilhões, com a China respondendo por US$ 2 trilhões desse total, segundo o Instituto de Finanças Internacionais (IIF). Em 2019, a dívida pública da China era equivalente a 60% do PIB, e agora já alcança 93%.
Esse aumento da dívida na China é resultado de várias políticas econômicas, incluindo a tentativa de estimular a demanda interna e os déficits crescentes dos governos regionais. Aproximadamente 80% das receitas das administrações locais vêm do aluguel de terrenos para empreendimentos imobiliários, que diminuíram devido a uma superoferta de moradias. Para contornar essa situação, as autoridades permitiram que os governos regionais emitam títulos, ampliando ainda mais o endividamento.
Nos Estados Unidos, a situação não é menos preocupante. A promessa do ex-presidente Donald Trump de estender cortes de impostos pode elevar a dívida pública em 15 pontos percentuais nos próximos nove anos, segundo projeções do Congressional Budget Office. Especialistas alertam que as estimativas do governo para compensar a perda de arrecadação com tarifas e outras medidas são irrealistas. Para financiar essa perda, os EUA precisarão emitir cada vez mais títulos, o que pode elevar as taxas de juros globalmente, pressionando economias já endividadas.
A economista-chefe do BNP Paribas, Isabelle Mateos y Lago, destaca que o "excepcionalismo americano" — a capacidade dos EUA de se financiar a baixo custo e de ter o dólar como principal moeda de reserva — está ameaçado. Isso pode resultar em uma dinâmica mais desconfortável para os EUA, à medida que seus títulos são questionados como um porto seguro.
Ed Parker, diretor da Fitch Ratings, observa que o mundo está entrando em uma "nova era de endividamento global", com pressões crescentes para gastos em defesa, aposentadorias e saúde. O crescimento econômico dos EUA está em xeque, e a inflação pode aumentar devido aos produtos importados tarifados. Essa situação pode levar a um aumento das taxas de juros que os EUA pagam para se financiar, impactando diretamente países como o Brasil, que já possui um dos maiores juros reais do mundo.
A crescente importância da China na economia global e as consequências do fim da excepcionalidade americana não devem ser subestimadas. As mudanças em curso nas economias dos dois gigantes trarão desafios significativos para o futuro financeiro do mundo.
