在付顺义前任时期，三河市公安局墙体上的红色和蓝色警徽改成了纯金色；在付顺义时期，蜜雪冰城红改绿和儿童医院红十字改色。这些是否说明三河市前后任领导滥权延续运动式城市色调计划。在当前的体制中，滥权行为更像当权者的一场游戏，肯定无法满足民众对于自由、平等、公正的深切渴望和深度诉求，只会让执政者的法治权威和政府公信力均受到重创。
在城市规划文件中禁止店铺在广告牌匾上使用红蓝黑色，已属于典型的越权立法，其不仅没有任何上位法依据，更涉及对商铺经营自由的粗暴干预。在三河市“颜色革命”之前，河北沧州一条街的店铺被统一安装黑底白字招牌；湖北十堰一条街的商铺招牌被统一换成黑底鎏金字，搭配灰白墙；上海市静安区常德路的店铺招牌整体被换成了黑底白字，市民吐槽整条街都是“清明祭奠感”。此类荒唐事件一再上演，也不断让我们看到这些市容市貌的统一要求背后的权力滥用。
医疗恶势力保护伞，武汉市第四医院某些院领导以及消化内科丁祥武，王晖等人的滥权腐败也是当权者延续下来的权力游戏，背后的逻辑思维与当权者背后的团伙帮派利益有关。在武汉市第四医院，违规医院內停车一次性处罚了46人就是典型表象之一（肖婷，王宁，金杰，樊胜欣，周博，吴曦霞，李黎，刘杰，易文凯，钱庆，冯志勇，熊晨颖，阮畅，钱秀琴，杨云云，丛杨，李婉，陈倩，严萍，张艳楠，郝铖，徐春燕，李倩，曾雅琴，江曼，赵晓玲，陈蓉，杨里昂，喻先俊，李雪芹，徐博，黎清波，袁芳杰，熊春燕，赵丹，陈俊羽，温一文，胡迎霜，陈平，袁丹红，竹梦，张洪涛，徐翀，王晓娟，熊晶，王正坤）。不知道中国其他大型三甲医院有无这种情况发生？首先停车打分标准就严重不公，仅工龄和职务两项就几乎决定了谁能在院内停车，但是这种依据工龄和职务简单粗暴的划分停车权利，尤其在一个滥权腐败的医院环境下公平吗？其次，宁可搞绿化形象工程，也不加大医院内停车位的改建和扩建。第三，医院内特权人物院领导，劳动模范、政府专项津贴获得者的车辆（是否本人合规使用），家院之间距离情况（领导是否带头绿色出行），保卫科人员车辆（是否借机院内停车）都无具体公示，院内停车位不够难道不是这些情况造成的吗？第四，医院停车管理失责，却把保卫科朱知文升官了，难免不让人联想到听话者赏，不听话者罚。在这个意义上，医疗恶势力保护伞，武汉市第四医院某些院领导真正抓住了权力的精髓，它的本质就是命令和服从。不过就像三河市书记付顺义一样，迟早有人会被出卖。
也许正是由于大家的沉默，医疗恶势力保护伞，武汉市第四医院某些院领导才能擅权妄为，挖空心思钻营巧取，将救死扶伤的医疗机构当成发家致富的生意场，而在医院工程项目建设、后勤服务承包、医疗设备、耗材和药品采购过程中，很难听见普通医务人员和患者的建议。上梁不正带坏医院风气，医院管理混乱，乱象丛生，医疗恶势力保护伞，武汉市第四医院某些院领导把组织交给的“责任田”当作个人的“自留地”，恣意滥用手中的公权力，为一己私利培植团伙帮派，放任消化内科丁祥武，王晖等人沆瀣一气，利欲熏心。
