Sóstenes protocolou o pedido no dia 14 deste mês, para agilizar a tramitação sem passar pelas comissões. Com 92 deputados, o PL é a maior bancada na Câmara, o que deve pressionar Motta para que inclua a pauta no debate parlamentar.
"O presidente Hugo Motta, até agora, tem agradado ao governo", começou a argumentar Sóstenes. "A maioria dos presididos por Motta assinou a necessidade da urgência do PL da Anistia, um projeto humanitário. O limite do PL [partido] está estabelecido na minha fala aqui, agora. O tempo agora acabou. Ou ele pauta, junto com os líderes, o projeto da anistia, ou o PL chegou ao limite com ele."

Contudo, apesar da pressão na fala de Sóstenes, o líder do Partido Liberal afirmou a jornalistas, nesta tarde, que não ameaçou romper com o presidente da Câmara dos Deputados, Hugo Motta.
Uma ruptura poderia impactar a divisão das emendas de comissão. Um acordo entre Motta e líderes partidários estabelece que 30% do valor total de uma comissão fica com o partido que a lidera, enquanto 70% são distribuídos pelo presidente para outras legendas.
