为了节省财政开支，特朗普政府在今年初即推进联邦政府大规模减员工作，特朗普政府在1月28日发布备忘录，为联邦政府雇员提供财务奖励，鼓励他们在9月底之前离职。
不过白宫的裁员遭遇大量法律诉讼，例如波士顿联邦地区法院等法官就迅速叫停该“买断计划”。3月27日，特朗普进一步宣布一项名为《联邦劳资关系计划的例外情况》的行政令，以剥夺几乎所有联邦雇员的集体谈判权，理由是该谈判权可能危及国家安全。
多达100万联邦雇员受影响，涉及退伍军人事务部及国防、能源、外交、内政、司法、财政、卫生与公众服务、农业等多个部门。
美国联邦雇员集体谈判权是联邦政府雇员通过工会等组织与雇主（即政府机构）就工作条件、薪酬福利等事项进行协商谈判的权利，其保护被国际劳工法视为基本人权。
在1960年代民权运动的背景下，时任总统肯尼迪发布行政令，允许联邦政府雇员组织工会，承认政府雇员集体谈判的合法性。随后的尼克松政府进一步成立联邦劳工关系委员会及联邦服务僵局解决小组，集体谈判制度在联邦政府的人事管理中确立了地位。
这次特朗普对联邦雇员权利的剥夺，可能成为关乎美国劳工运动存亡的关键时刻。
4月1日，国家财政雇员工会（National Treasury Employees Union）就该行政命令起诉特朗普政府超出权限，因为联邦雇员集体谈判权是国会授予的。NTEU表示，行政令不是基于国家安全考虑，而是为了使联邦雇员更容易被解雇和对联邦部门工会的政治敌意。
NTEU是美国第二大联邦工会，代表着16万名公务员的利益。工会表示，如果法官驳回他们的请求，工会将失去一半以上的收入和三分之二以上的成员。
尽管最新裁决还不是该诉讼的最终结果，但NTEU工会主席格林沃尔德（Doreen Greenwald）表示，弗里德曼法官的命令是“联邦雇员及其工会权利、他们所服务的美国人民的胜利”。

That should be the default.
What we need is instead a way for people to advertise their list of devices / apps (and update it when needed). This would effectively decentralize your identity across many different nsec.
