if i was building a custom PC i would design everything around quiet fans like Noctua.
but that would require bigger heatsinks and overall more free flowing case etc.
if you're using a computer that was professionally designed to use high speed fans then simply swapping them for low speed fans is not best practice so to speak, because it may need that speed.
try to modify the closet first, then if it doesn't work you may need to redesign your server but to make a computer quiet it should be designed from the ground up for low RPM silent fans. for example my chassis is Lian Li V3000 plus which is exceptionally well ventilated and you can build a very quiet system in there, but it is not possible with every chassis.
