国家发展规划法草案首次提请审议，规划编制和实施将有法可依

2025年4月27日，十四届全国人大常委会第十五次会议在北京举行。据新华社消息，国家发展规划法草案首次提请全国人大常委会会议审议。
草案共4章31条，主要包括总体要求、国家发展规划的制定、国家发展规划的实施等内容。草案把长期实践中形成的在党中央集中统一领导下，由党中央提出规划建议、国务院编制规划纲要、全国人大审查批准后公布实施的制度安排等以法律形式固定下来。进一步健全国家发展规划的实施保障机制，为在法治轨道上科学编制和有效实施国家发展规划，更好发挥其战略导向作用提供制度支撑。
针对国家发展规划进行立法早已推动多年。公开资料显示，21世纪初我国进行规划体制改革后，开展规划立法研究也提上日程。自2009年起，国家发改委就已着手研究起草发展规划法草案，征求了国务院有关部门和省级发改委意见，并通过了专家论证。不过，当时有专家表示，该草案并没有解决好规划之间的衔接问题，由此导致暂时被搁置。
直至2024年5月，国务院办公厅印发2024年度立法工作计划显示，《中华人民共和国国家发展规划法》在清单中。国务院总理李强2025年2月10日主持召开国务院常务会议，会议讨论并原则通过《中华人民共和国国家发展规划法（草案）》，决定将草案提请全国人大常委会审议。会议还指出，要不断提高国家发展规划编制的科学化、民主化、法治化、规范化水平，更好发挥国家发展规划战略导向作用。
此后在3月8日全国两会上，《2025年全国人民代表大会常务委员会工作报告》提出，今年将围绕健全社会主义市场经济法律制度，制定国家发展规划法等。
中国宏观经济研究院二级研究员、国家发展和改革委员会市场与价格研究所原所长杨宜勇近期撰文指出，目前，我国在发展规划方面尚未有专门的法律，仅有一些规范性文件。制定发展规划法可以使发展规划的编制和实施有法可依，明确各参与方的权利和义务，保障规划的延续性和稳定性。
“国家发展规划法的制定将为经济社会发展提供更加明确的法律保障，推动高质量发展。通过法律手段规范规划的编制和实施，可以更好地引导资源配置，规范市场主体行为，促进经济社会的可持续发展。”杨宜勇表示。
国家发展规划法主要解决什么问题？杨宜勇在文章中称，通过立法，可进一步理顺国家发展规划与其他规划的关系，明确各类规划的功能定位，避免交叉重复和矛盾冲突，提高规划的整体效能。规划编制过程中将更加注重公众参与，广泛听取社会各界的意见和建议，使规划更好地反映人民意愿，增强规划的民主性和社会认同感。与此同时，《中华人民共和国国家发展规划法》将纳入问责条款，对规划编制和实施过程中的违法违规行为进行追责，增强规划执行的刚性。

Oh we are all mad here no doubt. I just hope for compatible madness 😉
I am hard to live with because: sometimes I'm utterly incapable of very low stakes activities like grocery shopping or cooking because I can get REALLY weird, so I need help. Luckily there is instacart and delivery meals and I have funds to support that so it's well managed weirdness.
The ways in which I am mad? 🤔 I am naturally very good at macroeconomics and forecasting of all sorts, so I indulge in fantasies of grandeur that I am actually psychic 🧙♀️ I was raised charming diplomats in DC at parties and so by 20 was quite jaded and could express my contempt in multiple languages.
Who wouldn't want to wife up someone who sometimes is incapable of basic domestic duties/ logistics but is quite capable of mathematically proofing your incompetence in multiple languages? (No one wants this 🤣)
