Kabinet onderzoekt ov-pas voor minima, branche kritisch: 'Meer nodig voor behoud ov'
Het kabinet onderzoekt de invoering van een landelijke reispas waarmee mensen met een laag inkomen gratis of goedkoper buiten de spits met het openbaar vervoer kunnen reizen. Dat staat in een brief van minister Madlener en staatssecretaris Jansen (beide PVV) aan de Tweede Kamer.
De pas zou toegang geven tot trein, bus, tram en metro. Het kabinet wil op die manier mensen die op het sociaal minimum zitten meer mogelijkheden geven om te reizen. Het zou om honderdduizenden gezinnen gaan: rond de 500.000 huishoudens leven op of onder bijstandsniveau, ruim 400.000 gezinnen zitten daar net boven.
De maatregel zou gefinancierd moeten worden door 157,5 miljoen euro uit het Klimaatfonds te halen en 152,5 miljoen euro uit een Europees sociaal klimaatfonds te vragen, dat zich richt op klimaatmaatregelen tegen armoede. Het kabinet is daarnaast in overleg met lagere overheden, die zouden ook willen meebetalen aan de pas.
Kanttekeningen bij het idee zijn er ook: naast dat het plan nog door de beide Kamer moet zijn er ook vraagtekens bij het plan van de overkoepelende branche OV-NL. Eerder was de Kamer al kritisch op de plannen van het kabinet om jaarlijks 335 miljoen op het OV te bezuinigen.
Bezuinigingen
Volgens Hatte van der Woude is het plan op zich een goed idee, en heeft de ov-branche er ook om gevraagd, maar gaat het de grotere problemen in de sector niet oplossen. Zij wijst erop dat er tegelijkertijd al bezuinigd wordt op het ov, terwijl het aantal reizigers de laatste jaren terugloopt. "Daardoor is het ov al duurder geworden en zijn er lijnen geschrapt."
Volgens Van der Woude zal de pas ergens van betaald moeten worden, en hebben vervoerders dan nog minder te besteden. Door de bezuinigen van de afgelopen jaren zullen vervoerders het dan niet meer "kunnen rondbreien". "Dat betekent óf duurdere kaartjes voor de andere reizigers, óf minder lijnen en haltes."
Een andere optie is volgens Van der Woude dat provincies gaan "bijpotten" maar dat gaat dan van de algemene middelen van hen af, met gevolgen voor andere uitgaven. Ze pleit er daarom voor dat het kabinet de bezuinigingen van 335 miljoen per jaar terugdraait.
'Grote opgave blijft staan'
Op de vraag of de pas niet juist het aantal reizigers omhoog kan brengen verwijst Van der Woude naar Duitsland, waar ook zo'n initiatief. Daarbij werden geen nieuwe doelgroep of nieuwe inkomsten aangeboord.
"Het ov in ons land is de laatste jaren al fors afgenomen, tien procent van de lijnen en haltes is verdwenen. Deze pas vinden wij een goed idee maar zonder extra bijkomende investeringen blijft de grote opgave voor het ov staan."

Een dag na het winnen van de Premier League domineert Arne Slot de sportpagina's. In Engeland zijn de media lyrisch en ook internationaal is er aandacht voor de trainer die zich met het Engelse landskampioenschap in enkele fraaie rijtjes schaarde.
"Beleefd, obsessief en spijkerhard als het op voetbal aankomt", schrijft The Times in een profiel over Slot. "Fundamenteel is hij voetbal, voetbal, voetbal."
The Guardian gooit het over een andere boeg en prijst de coolness van Slot, die volgens de krant aan de basis lag van de landstitel. "Wat het meeste indruk maakte was zijn ingetogen taaiheid. Hij liet intellect en zorg triomferen over show en grootspraak."
Lof voor Gravenberch
De BBC grijpt vanwege het landskampioenschap van Liverpool terug op een enquête die aan het begin van het seizoen werd gehouden. De publieke omroep vroeg toen aan dertig analytici welke club er kampioen ging worden: negentien van hen voorspelden Manchester City, elf gingen voor Arsenal. Niemand zag Liverpool als de favoriet.
Inmiddels schrijft de BBC lovend over de "magische formule" waarmee Slot de landstitel met Liverpool won. Daarin was volgens de omroep een grote rol weggelegd voor Ryan Gravenberch, die in een analyse "de beste middenvelder van de Premier League" wordt genoemd.
De BBC staaft die bewering onder meer met cijfers waaruit blijkt dat Gravenberch dit seizoen tot de middenvelders behoort die de meeste ballen veroveren en de meeste afstand afleggen met de bal aan de voet.
Verder pakken veel media uit met indrukwekkende lijstjes waarin Slots naam nu staat. Zo werd hij de vijfde trainer ooit die in zijn eerste Premier League-seizoen direct de titel pakte, na José Mourinho, Carlo Ancelotti, Manuel Pellegrini en Antonio Conte.
Die prestatie is voor het Franse L'Équipe genoeg om te stellen dat Slot "zijn voorganger Jürgen Klopp deed vergeten". Het Italiaanse La Gazzetta Dello Sport maakt ook een vergelijking met Klopp en noemt Slot zijn rechtmatige erfgenaam.
The Guardian vond eveneens een mooie vergelijking met Klopp en gebruikt een quote van Slot zelf. "Ik ben geen kloon van Jürgen", had de Nederlander gezegd. "Maar dat is niet helemaal waar", antwoordt de krant, "want beiden kunnen nu zeggen dat ze de titel naar Liverpool hebben gebracht."
In een rijtje met Mourinho, Dalglish en Guardiola
Een ander mooi rijtje waarin Slot zich voegde: hij is de op twee na jongste trainer ooit met een titel in de Premier League na José Mourinho (tweemaal) en Kenny Dalglish. De 46-jarige Nederlander is momenteel net iets jonger dan Pep Guardiola ten tijde van diens eerste Premier League-titel.
De prestatie van Slot deed zelfs de doorgaans kritische Daily Mail besluiten: "Dit was een van de geweldigste debuutseizoenen die we ooit hebben gezien van een manager."
Met die uitspraak zet de tabloid, net als vele andere media, een punt achter het eerste seizoen van Slot. De laatste vier wedstrijden moeten nog worden gespeeld, maar die zullen vooral nog gaan om de eer. Het vooruitkijken is inmiddels begonnen.
"Liverpool snakt naar vers bloed", schrijft de BBC al op maandagochtend. "Waar gaat Slot zich versterken?"
