if your relay has a garbage collector on it, it's because it has a bigger store elsewhere that it fetches events from, even if the event was purged from the relay's cache as soon as it's requested again it's fetched and stored after sending it back to the user
you aren't going to use the GC without this being the case because the purpose is distributing the load of data access and concentrating the archive in a small cluster and users read from the caches

I have been in Frankfurt recently, this place is a shithole as soon as you get out of the main train station. Then I went to a huge mall nearby the station, the place was half abandonned with many shops closed, only the food corner was busy and mostly open but don't dare to try to use the toilets, after walking meters in maintenance hallways and staircases, you end up in the ugliest PAID toilets I ever seen. Paying for toilets in a mall with restaurant... Ok you get a voucher but only spendable at the restaurant, I was out of eating, I tried to use it at the pharmacy it was refused.

keep in mind there was also an island-wide blackout on Puerto Rico last week as well, we are coming up to heavy space weather season with the sun's galaxy-facing side now shining towards us which means we are more likely to get stronger solar flares and with the earth's magnetic field rapidly changing at the moment i'm betting there will be at least three or four of these incidents in the next month, and maybe a few more until after october when we pass back behind the galaxy facing side of the sun
there is a massive magnetic field propagation called the "galactic current sheet" which carries plasma and every 25000 years that field turns a full 360 degrees (it's caused by all of the stars in the centre of the galaxy spinning and us orbiting around that in that period) and when it passes into the 90 degree phase shift from the previous, it destabilises all of the polar magnetic fields of stars and planets and causes increased storms, volcanic eruptions and earthquakes (both are affected by the atmospheric electricity which charges the crust of the earth and via piezo electric effects it causes rocks to expand momentarily and where there is weak points in the fault lines they shake and shift up and down)
there is absolutely nothing they can do about it except try to convince people that it's their fault but the data strongly opposes this diagnosis, and within the next 15 years it is very likely that due to this field alignment change the earth's crust will come loose and slip 90 degrees, the current estimates put the new north pole in the carribean and gulf of mexico and south moves to around the area of the phillipines
the reason why this event is normally rare, like they announced, is because normally the earth's magnetic shield diverts the energy into the pole and it dissipates into the earth's field energy, emitting upwards from the poles where nobody lives, and that's what gives you aurorae
how you will know something is up is that there almost certainly is going to be massive aurorae in the coming month or two very high chance of it.
it's uncertain exactly when the earth will flip but most likely it will be preceded by a lot of heavy weather and volcanic/seismic activity, i don't think it is going to happen during this current solar maximum, but at least over 60% chance in 11 years time in the next peak

relay operators could then run independent cache relays as part of their service offering and subscribe to the big store and save on managing their relay's syncing with the broader network (their relays would push to the store when they store and pull when they process requests, refreshing entries that may have found their way down to the end of the list)

yeah, i think i'll just add an access counter and then the sort order will be by last accessed AND least accessed, and this will remove the LRU bias, the GC will sort the oldest ones first and then sort those by the least accessed
stuff that might be better to keep will also tend to have higher access counts so it can be shuffled upwards away from the low water mark

i'm working on making a bunker app at the moment but i might switch up the access counter value field to contain an access counter alongside the last accessed timestamp, and then maybe reinstate the option of having a garbage collector and a size limit target, these can be done in teh dynamic configuration so you can switch it up whenever you need to such as after migrating to a bigger VPS

i don't see how if they are only fetching new data
i actively block scrapers manually, and could easily detect them with their unending streams of slowly progressing since/until queries
i could maybe add a second field so it's not just the timestamp but an access count as well and that mitigates the bias because they only add one each time anyway
