俄罗斯总统普京在“俄罗斯1”电视台播放赛义达·梅德韦杰娃和帕维尔·扎鲁宾的纪录片《俄罗斯·克里姆林宫·普京·25年》中称：“我始终在考虑继任者的问题。显然，竞选技术和行政资源是存在的。但归根结底，选择将由民众，俄罗斯人民，公民，选民做出。”普京指出：“一个得不到人民信任的人不太可能有机会有所作为的。这是绝对原则性问题。因此，当我思考这一问题时，我认为应该出现一个人，或者最好是几个人，能够赢得国家公民的信任。”
