they are congenitally curious especially at young age and rage against the cage... you need to contain them when you can't be sure they won't find a way out... my kitty even managed to bust out of the bathroom because the tilting window hinge was weak enough that given enough of his attempts to pull it down, the screw popped out and he was away. hilariously i was literally right there outside when it happened and i got him and that was the end of me keeping him in the bathroom... window now has been tightened up and a brace inserted to further obstruct this exit route... and even the upstairs windows, i know a cat can manage a jump out of those, they have some pipe cut to restict how wide they can open to less than kitty minimum width

Regulation and trust are not friends, they are enemies. The problem is that trust is centralizing (and a great scaling technology) which leads to easier enforcement of coersion.
