Nationale parken: schoolkinderen, vrijwilligers en omgeving dupe van bezuinigingen
De nationale parken komen in actie tegen de voorgenomen bezuinigingen van 24 miljoen euro. Ze zijn bang dat kinderen straks niet meer in aanraking komen met natuur. Ook zouden duizenden vrijwilligers worden getroffen. De parken zijn daarom begonnen met een petitie.
Het kabinet kondigde onlangs in de voorjaarsnota aan om de financiële bijdrage aan de 21 nationale parken volledig stop te zetten. Dat besluit treft met name IVN Natuureducatie, blijkt nu. Als de Tweede Kamer instemt, ontvangt IVN vanaf vanaf volgend jaar geen geld meer van het Rijk.
Dat betekent vrijwel zeker een eind aan de speciale lesprogramma's waarbij kinderen op excursie gaan naar de nationale parken, reageert regiodirecteur Joline de Weerdt van IVN bij RTV Oost. Het ziet er volgens haar ook naar uit dat er dan geen geld meer is om kinderen een bezoek te laten brengen aan 'educatieboeren', waar ze leren waar hun voedsel vandaan komt en hoe boeren betrokken zijn bij het onderhoud van de natuur.
Verhaal van de achtertuin
Het zijn niet alleen kinderen die de dupe dreigen te worden. "We leren ondernemers en omwonenden het verhaal van hun achtertuin, zodat zij dat kunnen overbrengen op hun gasten", aldus De Weerdt. "Heel veel mensen wonen of werken in of rondom een nationaal park, maar kennen het gebied nauwelijks. Hoe meer je ervan weet, hoe meer je het waardeert. En dat begint met educatie."
Landelijk werken duizenden vrijwilligers in de nationale parken. Alleen al in de twee Overijsselse nationale parken De Sallandse Heuvelrug en Weerribben-Wieden (bij Giethoorn) ondersteunt IVN er zo'n vijfhonderd. Zij werken onder meer in de bezoekerscentra en als schoolgids of jeugdleider. In veel gevallen dragen ze bij aan het onderhoud van de natuur.
Nieuwe stijl
Dat doet IVN niet alleen, benadrukt IVN-directeur Jan Dijstelboem. "De afgelopen jaren hebben gemeenten, provincies, waterschappen, bedrijven, particuliere eigenaren, landbouw- recreatie en natuurorganisaties en vele vrijwilligers zich uit de naad gewerkt om nationale parken nieuwe stijl te worden", zegt hij. "Heel de omgeving profiteert van deze ontwikkeling. Op tal van plekken van de Biesbosch tot de Sallandse Heuvelrug zijn het juist deze parken die als katalysator werken voor duurzame regionale ontwikkeling."
"Nationale parken zijn natuurlijk erfgoed waarvan de geschiedenis ook altijd een economische en sociale waarde heeft gehad", vult De Weerdt aan. "Denk aan landbouw, drinkwaterwinning en dus die recreatie." De nationale parken trekken miljoenen bezoekers uit binnen- en buitenland.
Uit recent onderzoek bleek dat het keurmerk Nationale Parken nu nog tot 70 miljoen euro aan extra inkomsten per jaar oplevert, benadrukt Dijstelbloem. "Het is doodzonde dat hierop wordt bezuinigd."
Alternatieve financiering
Zoals altijd bij bezuinigingen, zouden IVN Natuureducatie en de nationale parken op zoek kunnen naar alternatieve financiering. Maar De Weerdt denkt dat het te kort dag is. "Het kost tijd om dat te regelen en die tijd krijgen we nu niet."
Alle hoop is nu gevestigd op de politiek, want zowel Tweede als de Eerste Kamer moeten nog instemmen met de voorjaarsnota. Op 22 mei bespreekt een Tweede Kamercommissie de bezuiniging. En deze week hebben de parken de petitie Red onze nationale parken gestart. Die is nu bijna 10.500 keer ondertekend.
