DLT was a thing during the ICO scam-cycle. See, the word blockchain had been tarnished by the media. It was automatically associated with Bitcoin, that currency only used by criminals. So to cash in on the ICO hype and to pitch blockchain as a viable enterprise product, the word decentralised ledger technologies was born.
Gibraltar even created an entire framework around it to become "the DLT capitol of the world" which never happened 😆
