Frankrijk akkoord met hulp bij zelfdoding bij ondraaglijk lijden
Het Franse parlement heeft na jaren van debatten ingestemd met het legaliseren van hulp bij zelfdoding. Zieken die ondraaglijk lijden en geen perspectief meer hebben, krijgen het recht om zichzelf een middel toe te dienen om te sterven.
De maatregel maakt deel uit van een wet over levensbeëindiging die nu door het Franse parlement wordt behandeld. Het voorstel over hulp bij zelfdoding werd aangenomen met 75 stemmen vóór en 41 stemmen tegen.
In een eerdere versie van het wetsartikel stond dat ook een arts een dodelijk middel zou mogen toedienen. Dat wordt doorgaans gedefinieerd als euthanasie. Dat ging de Assemblée te ver.
In de versie die nu is aangenomen staat alleen dat de patiënt zelf een dodelijk middel mag nemen. En alléén als de patiënt dat zelf fysiek niet meer kan, mag een arts het doen. "Maar dat is de uitzondering", benadrukte minister van Volksgezondheid Catherine Vautrin.
Doorbraak
De maatregel is een doorbraak in Frankrijk, waar tot op de dag van vandaag veel verzet bestaat tegen alle vormen van levensbeëindiging. Dat verzet komt niet alleen uit religieuze motieven voort. Ook in de medische wereld is er kritiek van artsen die het als hun taak zien om zorg te bieden aan zieken en niet om iemand te helpen bij het sterven.
Het was president Macron die enkele jaren geleden besloot om zelfdoding voor ernstig zieke patiënten op de agenda te zetten. "Met de huidige wetgeving zijn moeilijke situaties nu niet op te lossen. Denk aan kankerpatiënten in de terminale fase die nu naar het buitenland moeten reizen om hulp (bij zelfdoding, red.) te krijgen", zei Macron destijds. Tot nu toe is het in Frankrijk alleen toegestaan om medische behandelingen stop te zetten en zware verdovende middelen toe te dienen (sedatie).
Burgerraad voor advies
De president stelde in 2022 een speciale 'burgerraad' in om te adviseren. Die raad kwam met het advies om hulp bij zelfdoding in de wet op te nemen. Maar omdat er vorig jaar voortijdige verkiezingen werden gehouden en Macron zijn meerderheid kwijtraakte, schoof de parlementaire behandeling van een wetsvoorstel op naar dit jaar.
De behandeling van de complete wettekst gaat tot het eind van deze maand duren. In totaal moet nog over meer dan 1700 van de in totaal 2600 ingediende amendementen worden gestemd. En de verdeeldheid is en blijft groot.
Gisteravond begon bijvoorbeeld het Kamerdebat over de criteria die moeten gaan gelden voor mensen die in aanmerking komen voor hulp bij zelfdoding. Dat gaat onder meer over de mate van lijden van een patiënt en de mate waarin een patiënt nog zelf in staat is om te kiezen wat hij of zij wil. In de wettekst staat dat "fysiek en psychologisch lijden" een reden voor zelfdoding kunnen zijn.
"Maar psychologisch lijden kan op allerlei manieren en subjectief geïnterpreteerd worden", zei Assembléelid Charles Sitzenstuhl van de partij van president Macron. "Dat toont nog eens aan hoe losjes alles geregeld wordt in deze wet. En dat kan tot misbruik en ontsporingen leiden."
De eindstemming over de volledige wet is gepland op 27 mei. Dan wordt er ook gestemd over een wet over palliatieve zorg: ondersteuning, zorg en pijnbestrijding in de laatste levensfase.

Take transactions primarily from user input. When that doesn't fill blocks take the rest from the sharechain. Have a marketplace where users can submit transactions directly for ecash and the miner works on it for a set amount of time. If they find a share it will make it into the sharechain and other miners MIGHT pick it up if the fees are good enough. We can externalize the mempool as a nostr relay network, again paid in ecash.
If miners are distributed across the globe, mining for heat or to match electrical load to electrical demand, then profitability is not the primary concern. I am generally skeptical of this model where every miner needs to compete against all other miners in the world using global state. It's the wrong model. It's not going to work long term. We should ditch that idea now and start working towards a more resilient architecture.
This will be a very unpopular idea because people are too attached to lightning. I'm beginning to view lightning as a bootstrap tech.
