研究揭示中国地方政府设"墙中墙",河南成首个已证实省份
长期以来，中国的网络审查机制被视为中央集权式运作。但一份最新国际研究报告披露，河南省已独立于国家“防火长城”（GFW）之外，部署了具备自主审查与拦截能力的省级封锁系统。这一“墙中墙”的出现，标志着中国信息管控正呈现地方化、碎片化趋势，审查权或已“下沉”至基层浮出水面。
该报告由http://GFW.Report团队与斯坦福大学、马萨诸塞大学阿默斯特分校等机构合作完成，于5月11日发布。研究自2023年11月起持续监测发现，河南省主要网络出口节点已部署非国家级、由地方运营的内容过滤设备，能主动拦截特定网站并重置连接。
研究指出，河南“墙中墙”封锁域名超过420万个，数量远超国家级防火墙五倍，涵盖学术、技术、企业等众多非政治类网站，甚至包括部分河南本地高校和政府站点。报告警告，这种地方性过滤机制可能导致中国网民面临更隐蔽、复杂的审查环境。
河北一名网络工程师赵源本周一（26日）接受自由亚洲电台采访时透露，早在四年前，新疆、西藏、湖北等地已陆续部署类似系统。他说：“以前能打开国家防火墙未封的海外网站，现在河南、湖北连VPN都不好使，连不上国外部分大学网站，审查越来越严。”
赵源认为，地方政府的“加码”行为或出于落实上级指令，也反映国家审查机制日益碎片化：“中央放权，地方背锅，让你察觉不到，限制却真实存在。”
技术分析显示，河南部署的封锁设备由地方电信运营商或网信机构独立设置，过滤规则粗放，常基于关键词如“vpn”“proxy”“free”等，一旦触发即断开连接。
研究团队还指出，“墙中墙”系统存在误判现象，常错误屏蔽与关键词无关的网站，波及教育、科研、媒体等多个领域。
网络工程师张嘉南则表示，地方若拥有审查权却缺乏法律规范，容易导致“过度封锁”。他对本台说：“官员宁愿多封乱封，也不愿担责。于是你看到的结果就是‘把整个世界关掉’。”
北京时政观察人士魏思聪分析，近年来中共强调“属地管理”“数字维稳”，地方为应对突发事件及“跨境炒作”。他告诉本台：“地方政府主动建立本地封锁系统，表明高层对信息流通日益警惕。”
前记者、数字治理研究者郝百奎接受本台采访时说，这种地方化审查是“技术上中央放权、政治上地方背锅”的手法：“这是典型的审查机制下沉现象，是一种技术上中央放权，政治上地方背锅’的治理模式，长远看，这将造成各省网络信息环境的进一步割裂。”
自由亚洲电台查阅网上资料发现，早在2023年12月，河南一大学就计划采购一套专门针对留学生、学生及异议人士的“舆情监控系统”，并进行公开招标。
据河南科技大学“资产与财物管部”网站信息显示，该大学曾经启动2024-2025年度舆情监测服务系统采购，预算12万元。系统将实现对全网舆情信息7×2小时实时监测、预警分析与危机应对，覆盖新闻网站、微博、抖音等平台，支持千万级日采集量。
对此，本台周一致电河南科技大学当年采购联系人魏老师，接听电话的另一位老师告诉本台，他们正在使用该套旧系统：“当时还没买，现在正在招标新系统，我现在正是这个系统的使用人，现在还在使用旧系统。”
该研究已被国际网络安全权威会议IEEE S&P 2025接受，并引发学术界与人权组织关注。斯坦福研究人员表示，目前仅在河南发现类似系统，但不排除其他人口密集或政治敏感地区如广东、湖北、四川等省份仿效。
