Moradores do condomínio Enseada das Orquídeas, em Santos, no litoral de São Paulo, têm enfrentado um problema recorrente e preocupante: cobranças abusivas nas contas d'água e esgoto. Em um dos casos mais extremos, um dos moradores recebeu uma fatura no valor de R$ 190.979,79 — montante que foi posteriormente corrigido.

O propagandista médico, de 58 anos, Wagner da Silva, que utiliza o apartamento apenas como residência de veraneio, relata que sua rotina de consumo sempre foi baixa. “O meu consumo, normalmente, era de 9 metros cúbicos por mês. Sempre paguei o mínimo, cerca de R$ 76”, contou.
No entanto, em abril deste ano, ele recebeu uma cobrança de mais de R$ 1.000 referente a um consumo de 71 metros cúbicos — número incompatível com o uso esporádico do imóvel, que fica vazio durante a semana.
A situação levou Wagner a questionar outros moradores em um grupo de WhatsApp do condomínio. A resposta o surpreendeu: ele não era o único. “Várias pessoas se apresentaram dizendo que também haviam recebido contas absurdas. Foi aí que eu soube do histórico de problemas com a empresa Laager, que foi contratada para fazer a gestão das contas”, disse ele.
Segundo o morador, a Laager, empresa contratada para individualizar e fazer a leitura dos hidrômetros, é credenciada pela Sabesp através de um programa. Ela é responsável por calcular e repassar os consumos individuais para a Sabesp, que então emite as contas. Porém, segundo Wagner, quando erros ocorrem, começa um verdadeiro “jogo de empurra”
“A Laager se isenta, diz que é vazamento. A Sabesp também se exime, diz que apenas emite as contas. No meu caso, não tem como ser vazamento, porque o registro geral fica fechado quando não estou lá. Eu só abro quando vou usar o apartamento”, afirmou.
O problema chegou ao ápice em maio, quando Wagner recebeu a conta de quase R$ 191 mil. Com um inquilino recém-instalado no imóvel, ele temeu que o não pagamento levasse ao corte de água, o que prejudicaria seu contrato de locação.
Sem saída, ele buscou ajuda com o síndico, que conseguiu interceder por meio de um contato interno na Sabesp. A fatura, então, foi corrigida para R$ 156, valor condizente com o consumo real do período. Apesar do alívio, Wagner lamenta a falta de transparência e suporte.
“Cria-se um ambiente de insegurança. E o pior: cada morador tem que correr atrás sozinho. Nem o síndico consegue acesso às informações por causa da lei de proteção de dados.”
Wagner afirma que um grupo de cerca de 40 moradores se organizou e já entrou com ação judicial contra a Laager. A maioria relata cobranças incoerentes e falta de resposta por parte da empresa. “Essas aberrações, como a minha conta de R$ 191 mil, não têm justificativa. É inadmissível”, afirma Wagner.
Em nota, a Sabesp disse que as faturas do condomínio, localizado no bairro José Menino, estão em análise para ajuste, em razão do erro do fornecedor de medição individualizada contratado pelo edifício. A Companhia enviará as novas faturas aos clientes.
O g1 entrou em contato com a empresa Laager, que informou que irá enviar um posicionamento sobre o caso, mas não o fez até a publicação desta reportagem.

Britten gooien het roer om en investeren fors in defensie
"De paraatheid om een oorlog uit te vechten moet het centrale doel zijn van onze strijdkrachten", zei de Britse premier Starmer bij de presentatie van een lijvige strategienota, waarin hij het defensiebeleid voor de komende jaren uiteenzet.
Na decennia van bezuinigingen op de strijdkrachten wil de Britse regering het roer omgooien. Downing Street had eerder al aangekondigd het defensiebudget te verhogen naar 2,5 procent van het bruto binnenlands product in 2027, en de regering streeft ernaar dat verder te verhogen naar 3 procent in 2034.
Londen breidt de marine uit met twaalf onderzeeërs en investeert 18 miljard euro in de kernwapenmacht. Er komen zes nieuwe fabrieken om de productie van munitie te versnellen en 7000 langeafstandsraketten te leveren.
De Britse regering wil ook een halt toeroepen aan de krimp van de strijdkrachten. Die tellen op dit moment 74.000 mensen, het laagste niveau in 200 jaar. Nu nog verlaten meer militairen de strijdkrachten dan erbij komen. Om ze aantrekkelijker te maken investeert het ministerie van Defensie 2 miljard euro in betere woningen voor militair personeel.
Rusland grootste gevaar
Aan de 'strategic defense review' is bijna een jaar voorbereiding voorafgegaan. De militaire bondgenoten Duitsland, Frankrijk en de Verenigde Staten waren intensief betrokken bij de totstandkoming van het 130 pagina's tellende rapport. De Britse regering heeft gezegd het overgrote deel van de aanbevelingen te zullen overnemen.
"De beste manier om conflicten te vermijden, is om je juist voor te bereiden op een conflict", aldus de Britse premier. Hij noemde de defensienota "een blauwdruk die het Verenigd Koninkrijk een veiligere, sterkere, gepantserde natie maakt die gevechtsklaar is, met sterke bondgenootschappen en de meest geavanceerde technologieën voor de komende decennia".
De beleidsnota bestempelt Rusland als het grootste gevaar voor de Britse veiligheid. Het rapport beschrijft China niet als een vijand, maar wel als land dat "geavanceerde en aanhoudende uitdagingen" biedt. Hoewel de Amerikaanse regering steeds minder geïnteresseerd lijkt in de NAVO, geldt voor de Britten nog altijd "NATO first": het Atlantische bondgenootschap is het fundament onder de Britse defensie
De Britten hebben geleerd van de ervaringen op het strijdtoneel in Oekraïne. Nieuwe dronetechnologieën krijgen een centrale rol bij de modernisering. De marine wordt een "hybride zeemacht" waarbij oorlogsschepen en onderzeeërs uitgerust worden met drones. Ook investeren Britten in een nieuwe eenheid die cyberaanvallen moet uitvoeren.
De Sunday Times meldde dit weekend dat de Britse regering met Washington onderhandelt over uitbreiding van de kernwapenmacht. Momenteel hebben de Britten vier onderzeeërs waarmee ze kernwapens kunnen lanceren. Londen zou de kernwapenmacht willen uitbreiden met Amerikaanse gevechtsvliegtuigen waarmee ze nucleaire bommen ook vanuit de lucht kunnen afvuren. Het Britse ministerie van Defensie ontkent noch bevestigt dat die besprekingen met Washington gaande zijn.
"Niet snel genoeg"
De Britse oppositie reageert kritisch op de plannen. De Labourregering heeft nu al de grootste moeite om de begroting sluitend te krijgen en moet mogelijk nieuwe bezuinigen doorvoeren. De Conservatieven vragen zich dan ook af of de regering wel het geld heeft om de investeringen in defensie te kunnen doen. Volgens de Liberaal Democraten "ontbreekt het aan urgentie". Zij eisen dat de regering zo snel mogelijk het defensiebudget opkrikt naar 3 procent.
Uit de defensiehoek klinkt vergelijkbare kritiek. Lord Dannatt, voormalig hoofd van de Britse landmacht, zegt in een interview met de BBC dat het niet snel genoeg gaat. Volgens hem moet het defensiebudget al voor 2029 verhoogd worden naar 3 procent. Wijzend op de Russische dreiging: "Als we in 1938 tegen Hitler gezegd hadden 'wacht even en val ons niet aan tot 1946', dan zou dat idioot zijn geweest."
Bij links klinkt juist de kritiek dat de plannen te ver gaan. Labour heeft het budget voor ontwikkelingshulp grotendeels wegbezuinigd om investeringen in defensie mogelijk te maken en ook is flink gekort op een aantal sociale voorzieningen. Volgens voormalig Labour-leider Jeremy Corbyn zijn juist investeringen nodig in de sociale zekerheid en niet in defensie. "Let's fund welfare, not warfare", zei hij op X.

The initial red alert issued by INGV for aviation authorities, estimating the height of the volcanic cloud at 6.5 kilometers, was downgraded to orange. The Catania airport on the island continued to operate normally. The president of the Sicilian region, Renato Schifani, said that experts assured him that there was no danger to the population, as the flow did not pass through the Valley of the Lion, a popular tourist area. The head of the regional civil protection unit, Salvo Cocina, recommended that tourists avoid the region.
