The Song Dynasty in China is also well known for great innovation: gunpowder, the printing press, movable type printing, paper money, the magnetic compass... I don't know how well they defended free speech (I guess not much) or property rights... but even if they had had a perfect situation for capital accumulation... the Mongol Empire under Ghenghis and Kublai Khan put an end to that. The Mongols liked trade... but they absolutely did not put much weight on property rights or free speech.
