The main reason why Nazi right in Empire is after USAID is not because its a criminal outfit of Empire (they want the criminal outfits), but because parts of this criminal bureaucracy funnel money outside the control of Capitalists directly to influence public opinion.
Thats a direct threat to their power, because one of the way they control society is by having tighter grip over information channels, by having complete control over the supply-chain in information pipelines, information gathering, research & dissemination.
If they cant control something directly/indirectly, they will try to take over them (or) bend to their will, if thats not feasible, they will try to destroy it, as its a threat to their power over society.
On the flipside, as a goal atleast, from my point of view, neither of those centers of tyranny should have that power over peasants.
