The Verkhovna Rada, Ukraine’s parliament, today approved the ratification of the Minerals Agreement with the United States. The vote passed with 338 in favor and none against.
The finalized deal is significantly different from the original version proposed by Trump. According to the text, ownership of the mineral resources will remain with Ukraine, while the U.S. will receive priority—though not exclusivity—in their exploitation, allowing other countries to also take part in the process. Additionally, the profit management fund will now be jointly controlled by three American and three Ukrainian administrators (the original agreement had three Americans and only two Ukrainians). Trump’s initial demand that the first $500 billion in profits be directed entirely to the U.S. was removed, and Ukraine is now free to use its share of the fund for reconstruction and the purchase of defense systems.
The original agreement, if passed, would have blocked Ukraine’s accession process to the European Union. However, with the revisions made, Ukraine’s path to EU membership can continue without issue.
