According to reports, Spain is set to introduce some of Europe’s strictest cash controls under Royal Decree 253/2025. Citizens would be required to notify tax authorities 24 hours in advance for withdrawals over €3,000, stating the amount, purpose, and recipient or risk penalties of up to €150,000.
