IMO, MX has indicated it may make further concessions if Trump pressures it hard.
Canada broke off negotiations until Trump properly seats Secretaries in reaction to his appointed advisor making wild threats.
And Canada is inflicting pain in the USA in response to the illegal tariffs, and has forced M Trump to back off promises he made publicly.
He screams at Canada because he is losing. He is not yet losing against Mexico.
