Fix the thing that is more probable to broke your car or can be dangerous and dont pay more than the re-sell value of the car.
That is probably light bulbs, car horn and probably the water leak if you are in a hot area.
Oil leak can be hard to find, you can still check and re add oil every time you gas. (I did that woih my toyota tercel)
What is your electrical problem?
Timing belt can be very costly if it break, because it can break your engine, but you can take a chance and not change it. Normally I think it is changed only once in the lifetime of a car.
Sparkplugs might not need to be changed if your engine is running smoothly.
You could try to run longer on the same oil to save some money and also try to change it yourself. There is planty of videos on YouTube that explains how.
