You can't tell by looking at the last commit because you don't know if you can see all the branches or if it's being maintained someplace else and the build isn't pushing to the mirrors correctly, or if they just got in a car accident and are off at rehab, or whatnot. You have no idea why the commits are all sorta old. They might not even be aware of it, themselves.
If you aren't going to continue to maintain something, then that should be made explicit, in my opinion. This modern habit of just ghosting everyone and everything is incredibly irritating. Man up and tell the truth.
