They initially shipped a real JIT toggle and then watered it down to a toggle for the 2 optimizing tiers of the JIT after they realized they were losing WebAssembly support. However, Microsoft had a WebAssembly interpreter which they upstreamed later on. That's upstream now but repeatedly gets broken and has to be fixed over and over. Google isn't using or testing it for Chrome or Chromium. They could use that and fix their JIT toggle...
