This is 2 wire, because I got 9 sheep that were only trained to netting before they moved here a week ago and my training program is around 1 month long, but otherwise yes. However, if you're planning to do this, get the 22 ready because you will have to cull, but also you actually have to give them enough food to eat. Many people who I've seen tell me 1 wire can't keep in sheep are not giving big enough paddocks. Typically this just means you should monitor your flock 2x per day until you get an intuition for the size of a paddock.
