Monero has hovered around 25k transactions a day for years. Even if you're right, thats only 5% of maximum possible transactions.
If you can say the BCH will increase it's privacy in the future with ZK...it's only fair that I can say Monero will increase its scalability in the future (with tech advancements, protocol improvements, transaction chaining from FCMP, and other layers like ZK rollups).
All things equal is BCH more scalable than XMR? Yes.
Does it really matter if 99.9% of that extra scalability isn't being utilized at this time anyway? In my opinion, no.
It only really matters if you're hitting those limits.
