It's part of Robert's Rules of Order.
It's a do-nothing "we don't approve of what you did" morality play that's intended to humiliate the censured member by making them publicly attend and listen to the vote, and that's about it. They COULD have instead opted for expulsion but censure is a milder disciplinary action.
