Here's what a healthy OKR system looks like:
~30% key results in the red (progress but not full achievement)
~30% in the amber (significant progress but short of our achievement threshold)
~30% in the green (surpassing our agreed "success" threshold)
All red? Your metrics aren't meaningful enough for people to prioritize and focus on them.
All green? That tells me you're not running enough risky experiments to learn through failure -- which means you're underperforming.
