I take the approach “in the world, but not of it”
If you’re under that kind of regime, send her to the state sanctioned school so that you can continue to be her father in person. Be “in the world” with her.
While also teaching her to be “not of it” teach her that even though you don’t agree with the regime, that you will not force her to do things that will separate you from her. Teach her that you would prefer her to choose self sovereignty, when it’s appropriate.
Just as you do not like the overreaching restrictions placed upon you by the state, you cannot place overreaching restrictions upon her as her father.
You must lead by example.
