Maybe your Wi-Fi network doesn't handle devices cycling their MAC with each connection gracefully and stops giving out new IP addresses once the DHCP table is full. You could try changing it from our per-connection MAC randomization to standard Android per-network persistent MAC randomization which reuses the same MAC based on a keyed hash.
