Same is true for high quality software development. The problem there, though, is that "half of an app" sort of looks like it can drive - but most of the internals and stuff you need for longevity are probably broken or not there in the correct format. Clients refuse to believe this, and will insist on you delivering them half an app, and then will complain in a year when things start breaking.
This is why it's important for consultants to know when to say "No. That's not good for you, so I won't do it". ...But naturally there's always someone else who will say yes, and the clients will go with that... And you see how that works out. Look around 😆
