If what Cypher is saying is true, then every cryptocurrency scales. You just need a custodian to hand out IOUs to users denominated in any crypto of your choice 🤷♂️
But seriously answering your question, Monero is going to enable FCMP later this year which enables L2s. I've seen ZK rollup PoCs being discussed. Too early to say what that will be though.
By the way Bitcoin isn't even a particularly scalable design. Any variant of DAG(Nano) or MimbleWimble(Grin, Beam, MWEB) puts Bitcoin to shame in regards to blockchain bloat
