You see how it ties in? when you really lack basic labour, especially cheap labour, you HAVE to open up to allow for population to grow. In some cases, even incentivizing it. I really think it started in the 2000's with war, then lead into a huge lack of labour as the population's cost of labour increased over the decade. It basically becomes to expensive to hire a native, so you get like five foreigners for the price of one native resident.
That way, you can still have farmhands at scale etc.
Similar case for the USA, because lol why the fuck wouldn't they be able to cover their borders if they can wage war globally? It's because it was open for a reason (and probably still is in some senses)
