When someone comments on my writing, it would typically be expected that they publish not only to their own writing relay but also to my reading relay (assuming we are following the outbox model of nostr). However, I'm unsure who should bear the cost for that, and I think it would be difficult to reach a consensus on it. Given the issue of spam, it doesn't make sense for me to pay, and it also seems a bit odd for the person commenting on my writing to pay for my reading relay.
