It's to avoid repeating yourself actually. And yes, to get people to use your stuff you need to make compromises that help other developers and may take extra work. That's what it takes to make a good product.
Sorry doxygen didn't get bundled inside my compiler toolchain. C developers already know this. It's not complicated or difficult to make it part of the build process, or just write read useful docs. People who consume code regularly know actually hand written docs outside the source code are superior anyway. That's the focus.
