A much simpler explanation is Russia is losing. They've been having severe economic problems, in part due to oil and gas infrastructure getting blown up by Ukraine. Rusisa does not have infinite men or equipment, and they've been clearly struggling. Hell, they're using lots of civilian vehicles due to a shortage of military vehicles. They've even started using horses and donkeys:

Russia hasn't "barely moved" in February. They've barely moved for much longer than that. They can't even get Ukrainians out of Kursk.
That's a much simpler explanation than deal to "carve up" Ukraine. How do you think the US would "get the east"?
And it's obvious that Europe has a seat at the table. They've been providing more weapons and money than the US, and Europe has nukes (France and the UK). Most recently French fighter jets were donated and are already flying missions, and the donated F16s came from the EU, not the US.
