Maybe they'll switch of transmitters over/near radiotelescopes, something like that. But that doesn't account for the aggregate effects of what will probably be a lot of transmitters, even if, e.g., they're all leaking only a little radiation out of band. If the Moon becomes a radio-loud environment, radio astronomy there is done for.
