I find myself reflecting upon the times which evidences policing and schooling was not enough and poverty intensified - in the wake of the Industrial revolution - Social discontent became ever more evident. To avoid a similar revolution to the French Revolution where politicians lost power and economic privilege the State deployed welfare systems, safety net along with public health institutions and specialized hospitals.
