I think state licensed companies could be a good way to try and brute force change in the system by pushing the bounds for how the law is structured. It is definitely harder in the short-term, but potentially more fruitful in the long-term. Especially if done in the open, state licensed companies can essentially operate separately from whatever ventures they are working on in the sense that the IP is available for anyone to "fork," maintain, and build out if the corporate efforts don't end up working out (Samourai being an example of this).
