A couple rough spots in this design.
1) Requires the site operator to run a mining stack. You could just pay them in ehash and they can run a cashu wallet instead of a mining stack. This is a lot more lightweight, doesn't require a server or a service.
2) Connections are a limited resource for a mining pool. Nerdminers are a problem because the connection slot to the pool costs more than the hash they produce. So you need to produce at least enough hashrate to pay for the network connection.
You can add layers of aggregation across many sites but at this point you have just reinvented the mining pool. I'm actually giving a talk about this concept in a few weeks at btc++.
