Never experienced blackholing with initial config, but 550.x replies with config mistakes.
Now outlook.com regularly rejects as they utilize the scam RBL that is UCEProtect, however that may have changed as it has worked flawlessly for a while now. Guess this help is worth exactly what you paid for it, but it is given in the hope that it is at least just a wee bit useful :)
