Well, most notes you actually want other people to be able to read. So, kind 1 notes like what you post on Primal, Amethyst, Coracle, and other "twitter clone" clients are not encrypted. Their purpose is to be readable by others.
Meanwhile, direct messages (DMs) are always encrypted, so only you and the message recipient can read them.
From there, it's going to vary widely as to whether notes are encrypted. For instance, nostr:npub1zuuajd7u3sx8xu92yav9jwxpr839cs0kc3q6t56vd5u9q033xmhsk6c2uc is working on a new DM spec that will allow for private groups, where all messages within the group would be encrypted such that only group members could read them. However, current groups/communities do not have encrypted messages. They only employ white-listing to determine who has access to view messages, if the group is not open to anyone joining it.
