What you said is akin to capitalistic communism.
For you to 'level up' as you so easily described, would require something like student debt, time to go to school etc.
Clearly you didn't factor that it. Most Americans have a debt burdens, something like 107 000 USD per citizen, and that's excluding student debt, mortgages, car loans etc.
So it's going to be interesting to see who works your farms, or does the minimum labour when your citizens a) don't want to work minimum jobs b) labour pool doesn't even come close to demand for labour and c)debt burden already crushing the middle class
Either you make more dumb workers (aka delete the department of education) or you import them.
