I think that something that should be taken into account is that bikes with frame mounted front racks are way more stable and more safe to ride (and likely more comfortable for the pet) than bikes with handlebar or front fork mounted racks. (Once met a cyclist who told he had an accident with 20kg of potatoes on a front rack mounted on the fork because he couldn't steer quickly enough with that load…)
